Looks like Sweden is in.

I wasn’t sure it was going to happen this time around; the stakes for Sweden are sufficiently low now that Finland has joined, but apparently some deals were struck. Word is that Turkey has also stepped up on the Black Sea grain deal and on coordinating drone production with Ukraine. The Russian Black Sea fleet is now a joke compared to the Turkish Navy, so it’s not as if the Turks and Ukrainians actually need Russian compliance. Tomorrow Biden has bilats with both Erdogan and Zelensky:

President Joe Biden is planning to hold two high-profile bilateral meetings during the NATO summit this week, finding time to sit down one-on-one with Turkey’s Recep Tayyip Erdoğan and Ukraine’s Volodymyr Zelenskyy.

The sessions, described to POLITICO by two people familiar with the planning, will come on the sidelines of the two-gathering of transatlantic allies this week.
