Steve Vladeck untangles it here. The bottom line for the moment:

(1) There are four votes on the SCOTUS to let Trump do whatever he wants about pretty much anything, without worrying their pretty little heads about “laws” and such.

(2) Roberts and Barrett are desperately trying to thread an extremely fine needle, handing the administration at least a putative loss, while not actually requiring it to stop illegally withholding two billion dollars in foreign aid, at least not before further legal wrangling at the district court level.

I expect we’re going to see a lot of this kind of thing in the next few months and years, with the two swing justices trying to figure out a way not to simply cave to Trump’s lawlessness, while still kicking the can of any direct confrontation that could lead to their orders simply being ignored further down the road.

Alito is needless to say in high dudgeon mode that his US Constitution as interpreted by Boniface VIII is not quite yet the law of the land.
