Trump and Vance want people with pre-existing conditions to lose their health insurance coverage
Vance is trying to make it sound innocuous by talking about risk pools, but that’s what he’s saying here:

Even if TrumpCare formally kept guaranteed issue, it would be completely meaningless if people with preexisting conditions can be charged whatever insurance companies want. Trump and Vance want to terminate for health insurance for people with pre-existing conditions who aren’t extremely wealthy.
Equally cynical is Vance claiming that Trump “saved” healthcare, because Senate Democrats joined with 3 Republicans (one of whom Trump was literally begging to vote “yes” before he came onto the floor to give the decisive thumbs down) to defeat Trump’s bill. If Republicans get a trifecta they will try to destroy the ACA again and may well succeed, because Vance’s “populism” is a bigger con than Trump’s crypto.
