President Biden’s Speech At NATO

All I’ve watched since The Debate is Biden’s statement on the Supreme Court immunity decision. As then, he is perfectly coherent in this speech. His enunciation is a little off, as it has been for some time. He is clearly using the teleprompters, as he should for a speech like this. You can see his eyes and head position changing, although not with a total reorientation of his body, as Donald Trump does. His phrasing and emphasis is appropriate, as are his facial expressions. His hand gestures are minimal but appropriate. He did not mention electrocution by electric boat batteries, or sharks.
In other words, he looks fine. Old, with some speech difficulties, but we knew that.
