I appear briefly towards the end of this, discussing the cost-benefit analysis that animates the B-21 program:
My main point is that cost evaluation in defense acquisition is complicated, and that folks should use great care in quoting any specific numbers because every number includes a wide array of assumptions and variables. The answer to the question “how expensive is the B-21?” is $700 million and is also $2 billion; both answers are valid depending on what you want to include ($700 million is the marginal fly away cost, $2 billion incorporates the program costs).
