The brief version is that cops agreed to drive 500 miles steal and kill a girl’s pet goat on behalf of a county fair, They did this although the fair at no point actually owned the goat and had absolutely no right to seize (let alone kill) it, and despite the fact that the goat was bought at the auction by someone who agreed not to kill it:

Background: With her mother, a 9-year-old girl participating in 4-H bought a baby goat called Cedar.
She raised this goat for 3 months & bonded with it.
