Needless to say, this is also a huge disenfranchisement of Black voters, a long-beloved North Carolina tradition.
As far as anti-democratic Roberts Court decisions go, Rucho is much worse than Citizens United. Much, much worse. The only real question is whether it’s even worse than Shelby County.
Speaking of which, today Utah’s governor used the same world-historically specious reasoning used by Frankfurter in Colegrove and Roberts in Ruccho:

If you don’t like gerrymandering, just petition the representatives you don’t have because you’ve been disenfranchised! I see no flaws in this reasoning.
