This little 3 minute cartoon from 1916 is a harsh look at poverty in the early twentieth century, focusing on a guy so hungry that he tries to get in an accident so he can cash in on his insurance plan. Harry Palmer, the creator of this, saw animation as a way to make a social difference with a bit of a laugh and he attempted to create early animated pictures. Not many survive, but this is a great example.
