Emissions Control

The legacy of Obama’s second term will largely be defined by whether he’s able to develop good new carbon emissions standards (and, while this is largely beyond his control, have them stand up in court.)  With new legislation obviously a non-starter, this is the ballgame on what is probably the most urgent problem facing the country.
