Just to be Clear

I have no idea what Phil Jensen intended.   But the language of the bill would clearly apply to the murder of abortion providers. The applicability of the “justifiable” exception only to homicides in response to “illegal” activity may exist in Jensen’s head but it’s not in the actual bill.
