Bad Deal
By The GOP essentially wins yet another procedural round in the Senate. It should be noted as well that using various tyranny-of-the-minority tactics to prevent presidents from staffing their administrations is indefensible even by Senate standards; the increase in recess appointments is a perfectly justified way of dealing with the situation.
